System Information
Operating system: Windows-10-10.0.18362-SP0 64 Bits
Graphics card: GeForce RTX 2080 Ti/PCIe/SSE2 NVIDIA Corporation 4.5.0 NVIDIA 445.87

Blender Version
Broken: version: 2.91.0 Alpha, branch: master, commit date: 2020-08-21 19:33, hash: a1f54be042
Worked: (newest version of Blender that worked as expected)

Short description of error
2020-08-22 10-56-50.mp4

Either I don't understand the purpose of the "Drag: Active Tool" menu and/or the transform gizmo or none of this is working as it should. What's the purpose of of overriding the tools with the selection tool all the time? Why even have arrows and axes on the gizmos if the transforms aren't limited to those axes when you click there?

Exact steps for others to reproduce the error
See the video. This uses the default startup file.

The "Drag" it's not dragging gizmo, it's dragging outside of gizmo (tool fallback). So when you drag on an empty space
you can either execute the current tool (Active Tool) or select (Select Box, Lasso, etc).

I can't reproduce the behavior on your video. Try default keymap settings.

I updated my video drivers. No change in behaviour. The only thing I'm doing in the video is clicking with my left mouse button but I did reset the keymaps and that didn't do anything.

So I just put the latest version of Blender on my laptop and I get the exact same behaviour. It's running Win 10 Pro 64 bit and has a GTX 1050.

I cannot reproduce this with either the latest stable or current development versions of Blender:

Please try the latest daily build: https://builder.blender.org/download/

Go to File → Defaults → Load Factory Settings and then load your file to see if you still can reproduce this issue.

If the problem persists, please give us more clear instructions on how to reproduce it from scratch.

@mano-wii this is the same as #79971, clicking through gizmo.

Thanks for the info @jenkm.
I will close as a duplicate then.
