After selecting two objects, and hitting CTRL-C, copy options do not appear.

I can't reproduce it with 2.83.5 and 2.91.0 on macOS.

Maybe you press Cmd instead of Ctrl?

Negative. I also used this before but for some reason it's not working now.

Try also "Load Factory Settings", activate only this add-on and see if it works.
