I posted a question for "blender today" where Pablo Vazquez and @dfelinto reviewed what I was talking about, and at the end, they mentioned to report it as a bug. i put the time stamps for the video above. my original post read: "i was wondering how to load a scene strip to cache (like prefetch it) in the vse. currently i have to scroll over the clip multiple times, because pressing play and letting it play doesn't load the whole thing to cache."
just to reiterate, I am talking about scene strips. I'm not sure if this is actually a bug or a feature request, but considering that they were messing around with it and told me to report it as a bug, that's all i wanted to do. thank you!

Currently, it is not possible to prefetch cache the scene strips: https://developer.blender.org/T54259
However it should be possible to cache to disk(Preferences-System-Video Sequencer), but you'll need to use the "No Sync" trick and be patient - since it is very slow - unless you have a SSD?

With prefetching scene strips the issue is that there is conflict in running threads. This issue is very much on edge between bug and "known issue", but I will dare to classify this as a bug.
Currently only option is as @tintwotin said, press play and "go have a coffee", until strip is cached, which is not very nice and limiting workflow.

@iss, are you planning to work on this in the near-future (2.91/2.92) ?
I think it is worth having a look at this.
I will tag 2.91, if this is more complicated than it looks, I can change status to known issue and at least document what is biggest issue and what needs to be done to implement this.
