Object Scatter add-on not in the operator search #80341

Operating system: Windows
Graphics card: Nvidia GTX 1060

Blender Version
Broken: 2.90 released
Worked: (optional) 2.83.5

Short description of error
Usually to use the object scatter add-on you'd have to press F3 to bring up the search and then just type "scatter." On 2.90 i went to find it because of the updated operator search so i can bind a key to it or set it as a quick favorite, but it can't be found through operator search
Exact steps for others to reproduce the error
Based on the default startup or an attached .blend file (as simple as possible).
Make sure you have the official object scatter add-on that comes with blender 2.82+ enabled and use the operator search to use it in 2.90 and you can't find it.

Encountered this issue as well. I guess it's because of the change that was made that all addons must add their operators to a menu in order to appear in the 'Menu search'. But if that's the case, this addon needs to be updated to make it usable otherwise it's not very useful to have included bundled with Blender.
