Short description of error
Exposure, Gamma and Curves will not affect viewport if "Scene Lights" and "Scene World" are unchecked.
Happens on Eevee and Cycles.

Exact steps for others to reproduce the error

  1. Set properties>Color Management>Exposure to -10
  2. Change viewport to material preview or rendered
  3. Make sure "Scene Lights" and "Scene World" are unchecked
    Scene isn't dark when it should be.
    Checking any of those will show the scene on the correct exposure.

In fact it seems strange that it only works if Scene Lights or Scene World is checked.

This was a design decision as the color-management settings are scene dependent settings.

We also explored the option of having a dedicated exposure option per viewport but it wasn't implemented in the end (I can't remember why).

So to me it falls into feature request.
