Also what is not clear to me is the following:

Selection to Cursor

  • your screenshots show the cursor in the origin, in your file, the cursor is at 0 0 1, which one is right?
  • is this step relevant to reproduce the issue?

with Handle scale

  • is this step relevant to reproduce the issue? (what should I do? just S?)

Sorry if dont get this right, maybe you can try to explain again (maybe screencast could help as well)

When following these steps I end up with a flat shaped curve, which changed in 2.81, it works in 2.80, needs to be further bisected.
