Deleting a branch is permanent. Although the deleted branch may continue to exist for a short time before it actually gets removed, it CANNOT be undone in most cases. Continue?

Operating system: win 10 2004
Graphics card: K2100m, rtx 2060 and 2070
Blender Version
Broken: 2.83.4
Worked: have not tested else where due to other bugs.
Short description of error
When packing all, Blender 2.83.4 fails to correctly pack video textures so they pink.
Locally can be worked around by doing find missing files. But this only seems to fix the library link, not add the assets so remote render machines still pink. To make the cluster work I must share the project directory, mount it on every node (even the local one) as the same drive letter (R:). Then rendering works again.
Exact steps for others to reproduce the error
The blend file should have the issue. Let me know what asset it is missing and I'll send it as well.

Are you able to retest with Blender 2.83.6 or 2.90?

IMO packaging is just not supported for video files

As @jenkm said, this is not supported.
If your video has sound and if you add that sound, it will pack video file, but it won't be usable as texture while it's packed, you would need to unpack. This behavior may be changed in future though, but this trick could be used.
