Short description of error
The "Object: Scatter Objects" action that was available in the search menu does not appear when searching "scatter" making the add-on unusable . Happens in 2.90 and 2.91 Alpha but not in 2.83, so possibly related to the new search.

Exact steps for others to reproduce the error
Open any file. Create two mesh objects and select one first then the other. Perform an F3 search for "scatter".

(This .blend is just two cubes in the default scene.)
