Short description of error
In one of the last few builds, suddenly the overlay of the axes when moving has become very large. See image:

Exact steps for others to reproduce the error
Default scene
Press g, shift z (or any other axis)

This has to do with the Preferences - Interface - Line Width settings. If it's set to Thick the bug appears.

Also it displays completely in front of the object (which I don't think it did before).

It happens for all tools, such as scale, extrude; and only in 3d view, not in orthographic views.

Interestingly, when the Blender window is active on a connected external display, this does not happen.

I'm getting it too. RTX 2080 Ti, Win 64 bit pro. If you're zoomed in on the model the giant axis lines can fill the viewport.

This also happens on a 4k screen (any hi-dpi probably?) at factory startup. By default the setting is "Auto" but on hi-dpi I believe that effectively means "wide". This is pretty bad.

Again, check to see the difference between Layout and Modeling—not getting problem using Layout—having lots of problems when in Modeling. Overheating GPU happens just in Modeling when both Solid and X-ray views selected.
