Can confirm that image is not correct, the issue is not immediately known to me though. Will check this in detail though.

Slowly, I think that this is a *.mp4 resolution problem. Not a Blender problem.

I've made a small video 'Pattern-Video-2-854x480.mp4' (look at the *.zip file) with a resolution of 854x480 pixels.
Open Blender. Go to Video Editing. Paste video in the video sequencer. Go to Render Properties -> Color Management. Change View Transform to Standard.
Colors are looking correct!

I came to the resolution problem on this following video.
Go to this link and pause the video. Change to full screen mode. After 1 second the green color changes to green. No pattern is visible. I've tested on a 4K resolution TV. It looks weird.

I added some screenshots in the *.zip file.
These photos are from a 4K resolution TV. The photos were shot with my smartphone.
Image-1.png is the default video resolution on YouTube.
Image-2_Full_Screen_4K_resolution.png is the full screen mode on YouTube on 4K resolution screen.
Do you see the difference. Image-2_Full_Screen_4K_resolution.png green looks weird.

Thanks for another example. I haven't looked yet on what's going on, but it is not clear to me how resolution would affect this.

I have looked at this, and found same issue when converting provided file to png with ffmpeg, so I have created report there: https://trac.ffmpeg.org/attachment/ticket/8937/

ffmpeg does not support "playing" with file without correct metadata. For HD video, you need to set ffmpeg incorrect_color_h264.mp4 -c copy -colorspace bt709 -color_primaries bt709 -color_trc bt709 out.mp4.

In mediainfo the difference is:

Color range                 : Limited
Color primaries             : BT.709
Transfer characteristics    : BT.709
Matrix coefficients         : BT.709

Pattern-video-1.mp4

FYI, phabricator (the software this tracker runs) requires a space after the } to display an uploaded file (which makes it easy to save it for testing without having to go to another page.). Just letting you know as it trips up many users 😉

You need to understand that the default is indeed because of resolution. For HD video it is BT.709 and for sd video, it is much more complex. And do not let me start on UHD HDR, it is multiple versions of BT.2020 & PQ (in YCBCR or BT.2100 ICTCP) and variant of it IPTPQc2 in Dolby Vision profile 5. So it is crazy.
