GPencil: Merge layers add previous frames to each frame #81490

Short description of error
merging an animation layer with the layer below it causes all previous frames to be merged on each successive frame. The result is that each frame of the merged layer contains all previous frames and memory usage skyrockets and eventually if the animation is long/complicated enough, a crash.

Exact steps for others to reproduce the error
This works with any animation I've tried. The attached file contains a simple animation of a penguin picking up a pebble. To illustrate the problem, create a blank layer and move it below the animation layer. Then choose the animation layer and select 'Merge Down'.
The memory usage goes from 76MB to 3.4GB. This also works with interpolated frames. The position of the playhead is significant in that frame is copied singly.
