Exact steps for others to reproduce the error
In the scene properties set the output file format to FFmpeg video and the encoding container to WebM. In the video codec dropdown menu no option for VP8 exists.

VP8 is indeed not a codec option for exporting videos, but it is supported for reading, e.g. when loading a video in the sequence editor. The manual states that the WEBM container can only hold VP8 or VP9 encoded videos, which is technically correct, but perhaps also slightly misleading as it implies that this would be an option. However, in the section FFMPEG Video Codecs that lists all supported codecs for export you will clearly see that only WEBM/VP9 is listed. This matches the functionality Blender provides
