The error message suggests a crash in the graphics driver of your dedicated AMD GPU. Please try download and install the most recent graphics driver from AMDs website .

If this doesn't resolve the issue please download Blender 2.92 for testing. Extract the archive, open the Blender's folder and double click on the blender_debug_gpu.cmd. This will start Blender in debug mode and create log files. Try to make Blender crash again. Once it crashes the Windows Explorer should open and show you up to two files, a debug log and the system information. Add them to your bug report by clicking on the upload button as shown in the screenshot below or via drag and drop. Please also upload the crash log located in C:\Users\tefer\AppData\Local\Temp\blender.crash.txt (or simply type %TEMP% into the path bar of the Windows Explorer).

Please follow the instructions provided above and upload the log files. The system information will likely indicate what's wrong in this case. Based on the original error message the issue doesn't occur with your integrated Intel GPU, but your dedicated AMD GPU.

@DOGE74902 If Blender doesn't get to the point where it outputs system information, please add in a comment what your AMD GPU is. Have you tried updating the driver for it?

In this image you are seeing details of your integrated GPU (Intel).

However the image in the report's description shows that blender is trying to run with AMD's GPU.
Please make sure that you update the GPU drivers that Blender is using.

Usually the dedicated GPU is faster and that is why some programs use it.

But you can choose which GPU blender should use.

Here some websites explaining how to choose a specific GPU for each program:

@DOGE74902 Since you screenshots don't show any driver versions, are you certain that you have the latest installed for the AMD GPU? You can download the most recent one for the AMD Radeon HD 8570 here: https://www.amd.com/en/support/graphics/amd-radeon-hd/amd-radeon-hd-8000-series-oem/amd-radeon-hd-8570

@DOGE74902 Please repeat the steps from my first comment, as you appear to have a different issue now. Also, just a reminder, the bug tracker is for bug reports in Blender. We generally don't provide user support, that includes OS misconfigurations, broken drivers etc.

@DOGE74902 You have to download the .zip file from here and extract it. Your screenshot shows you trying to extract a .lnk from your desktop. This is a shortcut/link file of an existing Blender installation and not something you can extract.

@DOGE74902 Have you extracted the archive before trying to run it? The error message implies that it tries to run Blender from a temporary directory, perhaps because you tried to start it from within WinRar without extracting it before.

'"C:\Users\tefer\AppData\Local\Temp\Rar$DIa14472.18077\\blender"' is not recognized as an internal or external command,
operable program or batch file.

In the Windows Explorer, right-click on the file and select Extract All. Once it's extracted, open the directory it has been extracted too and try to start the blender.exe.

@DOGE74902 There is not step where you should run anything from inside WinRAR. Please follow the steps below exactly:

  • Download Blender 2.92 (blender-2.92.0-b0a908188377-windows64.zip ).
  • Open the folder where you downloaded the file to.
  • Right-click on the file and in the context menu click on "Extract All". This function is Window's own archive extraction function. If this entry is missing, use the one provided by WinRAR named "Extract Here".
  • Open the folder where you've extracted the archive to. DO NOT open the archive itself! You should never attempt run any software from within WinRAR or any other archive extraction software.
  • Double-click on the blender_debug_gpu.cmd in the extracted folder.

Please keep in mind that we usually don't provide user support beyond bugs in Blender. Our time is limited and we have many reports to go through.

@DOGE74902 Remove the OpenGL DLL and try to manually select the GPU you want to use for starting Blender as described in #78799. Try both the Intel HD and AMD GPU and check if either of them allows you to run Blender.

The error message implies that the driver update for the GPU that is used by default didn't work properly.
