Did you try with latest Radeon driver updation?
I had also the same issue, but after I updated lastest version the it worked.

Solved here for Nvidia Display adapters:
I'm using two monitors.
One connected to Nvidia 1070 Display adapter (with Nvidia Studio Driver 457.30 ).
Other one connected to second Display adapter HD Intel graphics 530.
If my main monitor (set in windows display settings) is connected to the Intel Display adapter. Blender does not launch.
But if my main monitor is set to the Nvidia 1070, Blender starts just good.
