System Information
Operating system: macos 11.0.1 big sur (macbook pro 16inch)
Graphics card: radeon 5500M

Blender Version
Broken: (example: 2.83.7 , 2.91.0, 2.92.0 )
Worked: none

Short description of error
Ortho camera show wrong clipping in solid shading mode or in eevee.

Exact steps for others to reproduce the error
Error happen on solid shading or in eevee , but it's good in cycle.

I sent the blend file and it's animated to show the wrong result. just press 'play'.

The camera is ortho and looking down objects, i set near clipping value and move the camera down. The clipping shows unexpected result when it touch green object which OVERLAP with blue object. The clipping will see the object as HOLLOW . The green obj is on top of the ground/blue so as the clipping cam moving down, it should like cutting out the green cube layer by layer.

For the red object , it's just correct because it doesn't overlap/intersect with other object.

I don't think the current behavior is wrong. The camera is essentially looking inside the green object which is intersected by the blue object. Geometry outside of the clipping range is not rendered and this will result in the object appearing hollow.

You can replicate the same effect with a single object:
clipping_hollow.blend
