I don't think this is a bug. You can't turn it on again because Blender wouldn't know whether you wanted Pose Mode or Edit Mode.

In the 3d viewport: TAB for edit mode, CTRL TAB for pose mode.

@zachman Is it intentional that clicking the icon indicating the type of data block doesn't toggle the mode anymore? The purpose of 2110af20f5 seems to be a different use case where you want to switch modes or add objects to modes, but not for activating the mode.

@rjg this is intentional. Mode toggling was moved from the datablocks to the left column for two reasons

  1. It makes it more clear in the outliner when objects are in a certain mode and helps with multi-object edit & pose modes
  2. The datablocks will now be used to switch tabs in the properties editor on click. This was originally a goal for 2.91, but is now part of 2.92.

It is a known issue that you cannot enter a mode from the outliner anymore
