Inflow not working inside enclosed collision effector.

@sebbas Apparently an inflow inside a closed mesh doesn't always work. In my test there is no fluid appearing at all. Is this expected? Additionally it seems that changes to the scene don't invalidate the cache and the previous result from the replay continues to display.

Both files are working well in 2.90.1. There are small leaks, but this is because wall thickness is very close to domain resolution. So I am confirming this and use file with closed cylinder
@hardikp0143 if this file is not describing your problem please create new report and provide all necessary information (sample .blend file)

I noticed that it works sometimes, but not always. It seems to depend highly on the position of the collection object. I can't explain why this is yet. The main function we have to look at is probably update_distances, but I couldn't see any obviously wrong yet.
