System Information
Operating system: Windows 10: Windows version 1909 (OS Build 18363.1256)
Graphics card: amd radeon r5 graphics
Processer: i5
( old computer :) )

Blender Version
2.9.1

Short description of error
Every time I open blender, it opens the command prompt, shows a white screen (saying it's blender), then closes. Everything I have seen others say to do has not worked. I've tried reinstalling from different places, updating drivers, and opening in the command prompt, even trying --debug-gpu. Nothing is working.

Exact steps for others to reproduce the error
Open blender 2.9.2 from anywhere. (generally you have to double click it)

Please open Blender's installation directory and double click on the blender_debug_gpu.cmd. This will start Blender in debug mode and create log files. Try to make Blender crash again. Once it crashes the Windows Explorer should open and show you up to two files, a debug log and the system information. Add them to your bug report by clicking on the upload button as shown in the screenshot below or via drag and drop. Please also upload the crash log located in C:\Users\[your username]\AppData\Local\Temp\[project name].crash.txt (or simply type %TEMP% into the path bar of the Windows Explorer).

When I double click it, it says, "Windows cannot access the specified device, path, or file. You may not have the appropriate permissions to access the item."

Also it may be worth noting that Blender did work one time with debug_gpu, then didn't work again.

Currently it looks like it is crashing the graphics driver of your AMD GPU. Please upload the C:\Users\***\AppData\Local\Temp\blender.crash.txt and check if you're able to start Blender by double-clicking on the blender_debug_gpu_glitchworkaround.cmd. Could you please check which specific R5 Graphics chip you're using (200 series, 300 series)?

Yes, it does work when I do that! Thank you so much!

I don't know exactly what series the graphics card is, but it is version 21.19.414.2560

Here is the file you asked for:

There is a fix in 2.92 that should allow you to start Blender normally. This usually only occurs on older hardware that we don't support anymore (e.g. R5 200 series with TeraScale 2).
