Regression: Walk navigation mode stucks at start when I use pen. #84166

Short description of error
When I use pen (wacom intuos 3 tablet) and enable walk mode with hotkey when pen is work (hovering tablet`s surface), navigation stucks.
After lifting pen up and lowering it back down I can navigate with pen again.
Fly mode is still okay. Mouse navigation too.

This was exposed by recent Wintab changes but I don't think the culprit is Wintab itself.

When the pen leaves/reenters the tracking area a relative mouse move mouse slips through. This looks very similar to #83930, @VincentBlankfield any chance you could take a look at this?
