System Information
Operating system: Windows 10
Graphics card: Radeon 570, 580, 590, also tried on 1660 & 1650

Blender Version
Failed: Blender 2.83, 2.84, 2.91
Worked: None

Short description of error
Cannot use extrude vertex to cursor if industry compatible is selected.

Troubleshooting steps taken
Tried:
1 Upgrading blender version.
2 clean install,
3 tried reassigning keys,
4 tried assigning to keypresses only.
5 does work if I use search to find it. (However this is completely useless, as this tool is meant to be used for fast click placement of vertices for skinning.)

Exact steps for others to reproduce the error
Install blender
Select Industry compatible.
Try to extrude to cursor.
Try to alter key configurations to circumvent.

This does not appear to be a bug. The industry compatible keymap doesn't contain the same shortcut entry as the default keymap. If you add a shortcut under 3D View > Mesh > Mesh (Global) with the identifier set to mesh.dupli_extrude_cursor and {key Ctrl RMB} as key-binding, it works as intended.

The existing entries in the industry compatible keymap of mesh.dupli_extrude_cursor are for the Extrude to Cursor tool from the toolbar. These only work when the tool from the toolbar is active and can't be activated by just pressing the shortcut. If you want the same behavior as with the default keymap, then please follow the instructions in the previous comment.

I'm closing the ticket as this is not a bug in Blender.
