System Information
Operating system: Windows 10 1909
Graphics card: Mobile RX 560X

Blender Version
Broken: 2.91.0
Worked: 2.90

Short description of error
Most of the times when I open Blender, it gets stuck at startup cmd, then I close and open again for it to open, it may also not open 2nd time, I think it's related to PC configuration. CPU is Ryzen 2500U(Laptop)

Shows:
Read prefs: C:\Users\Abhinandan\AppData\Roaming\Blender Foundation\Blender\2.91\config\userpref.blend

When you say it's stuck do you mean it just shows the console window but doesn't proceed to do anything or does Blender's UI show but it is unresponsive? If it is the former, you've likely clicked or entered a key press into the console Windows, which by default causes Windows to halt the program's execution. Pressing Enter will resume execution.

If you are experiencing the latter, open Blender's installation directory and double click on the blender_debug_gpu.cmd. This will start Blender in debug mode and create log files. Try to make Blender crash again. Once it crashes the Windows Explorer should open and show you up to two files, a debug log and the system information. Add them to your bug report by clicking on the upload button as shown in the screenshot below or via drag and drop. Please also upload the crash log located in C:\Users\[your username]\AppData\Local\Temp\[project name].crash.txt (or simply type %TEMP% into the path bar of the Windows Explorer).

Also the way it occurs is that both cmd and blender window open but Blender window does not respond.

@Abhi_Mahant It seems like Blender may be having issues with your GPU as it doesn't properly print the name.

renderer:	'67EF:C0'
vendor: 'ATI Technologies Inc.'
version:	'4.5.13596 Core Profile/Debug Context 20.10.35.02 27.20.1034.6'

Please install the latest graphics driver and test if the problem still occurs

renderer:	'Radeon RX 560X Series'

version:	'4.5.13560 Core Profile Context 26.20.11028.1002'

Seems to be fixed now(opened continuously 5 times)

One Issue I found when scaling, moving objects etc and when the cursor goes out of viewport, sometimes it will scale etc. by a much larger amount than it should.(also case for scaling down)

That's good to hear. That the scaling continues when moving the cursor outside of the viewport is expected. If you believe there is a bug, please create a separate report as this seems unrelated to the problem in this report.

I'm closing this ticket as Invalid as this was not an issue within Blender but a problem with the graphics driver.
