Face snapping (move object) enables with CTRL even though object is strictly in ROTATE mode #84808

Operating system: Pop!_OS 20.04
Graphics card: GeForce GTX 780Ti

Blender Version
Broken: 2.91 official, latest 2.91.1 Beta, latest 2.92 Beta (as of the date of submitting this)
Worked: none

Short description of error
(see GIF below)

  1. On the yellow wall where the object is located, when I select an object, go to rotate mode and restrict X-axis and press CTRL down to rotate incrementally, everything goes as expected.
  2. But, when I rotate the camera so that the blue wall fills the view and start to rotate the object in the same way, holding down CTRL activates face snapping and snaps the object's location to the blue wall - this MOVE shouldn't happen, because we are in the ROTATE mode. Only the INCREMENTAL rotation should happen when holding down CTRL.

Exact steps for others to reproduce the error
Below is the blend.

  1. Try to rotate the black object while holding down CTRL when the yellow wall is visible in the view, works nicely
  2. Rotate the view so that blue wall is on top of the black object and try to rotate the black object while holding down CTRL. It snaps to the blue wall, even if we are in the rotate mode. Imo this shouldn't happen.

I can confirm this issue on 2.93.0 Alpha, branch: master, commit date: 2021-01-17 11:35, hash: 4ef0654449. The blender manual states that the "Affect" option "limits the effect of the snap to the transformation type", so I would not expect this to happen either.

I was out of the decisions about the Affect options, but it seems valid that the individual projection is also not considered by the affect options.
In fact, perhaps this option could be exclusive to Move mode, since it changes the coordinates of the elements.
But for now, the fix may just be to disable the influence in these cases.
