Random flashing coloured lights

Description

During an EEVEE render if bloom is enabled lights will randomly pop in some frames of random position and colour, re rendering the frames that had the lights will fix the issue, but doing this is not a very feasible solution if there are alot of frames that need fixing.

Please find attached an example of a frame which has this phenomenon as well as a copy of the blend file. The scene in which the Blend file is creating there are supposed to be alot of floating lights (Blue) but there are certain frames in which similar looking lights of varying colour (as well as only appearing for 1 frame) appear, those are obviously not intended.

These flashing lights appear in any sort of EEVEE render even if the lighting is bright and there is no intention of any sort of floating fairy lights.

I have a suspicion that the issue is related to T77202: Flicker Volume Artifacts in EEVEE on RTX Cards by increasing samples, I have not tested the file you provided as it is quite large and I'm busy with other things. You said it occurred in all sorts of situations. Are you able to provide a simplified file if T77202 is not the same issue?

Yes i can reproduce the ishue with blender 2.91+
it is exacly the same problem as in: T77202: Flicker Volume Artifacts in EEVEE on RTX Cards by increasing samples

I take the mosted of the geometry out.
To reproduce the flicker artifacts you have to go over sample rate 3000+ because it has less geometry.
By the Original File of @Will (rockittt) you only have to go over sample rate 600 to have flicker effects.
