System Information
Operating system: Windows-10-10.0.19041-SP0 64 Bits
Graphics card: GeForce GTX 770/PCIe/SSE2 NVIDIA Corporation 4.5.0 NVIDIA 457.30

Blender Version
Broken: version: 2.93.0 Alpha, branch: master, commit date: 2021-01-27 22:47, hash: df135b74fc

Short description of error
Despite not altering topology (like the Grab and Smooth brushes), the Elastic Deform brush performs very slow while Dyntopo is enabled.
In a mesh with 70k faces (triangle), Elastic Deform is laggy, whereas other brushes are only slow if they both change the topology and the resolution is set low.
The exception being the Snake Hook brush wherein its Deformation is set to Elastic (which is probably related to this).

Exact steps for others to reproduce the error
Take a medium resolution mesh with like 30k+ faces/ 14k verts.
Use the Elastic Deform brush and not the responsiveness. Next, enable Dyntopo and try again noting the drop in performance.

To verify it's not the standard performance drop between dyntopo's mesh display and the newer standard display, repeat this test with
Grab / Smooth / Rotate brushes.

Note: I specify the Elastic Deform brush but some other "non-topology-altering" brushes also have poor performance in Dyntopo.
Pose brush has similar performance tank.
The Thumb and Slide Relax brushes also have lower performance, just significantly less noticeable.

this is already a known issue with dyntopo and it happens because of the way dyntopo works and the structure it uses, there is a thread about dyntopo plans created by Pablo Dobarro #73934, but for now I don't think they will do much about it.

This is a current limitation on how dyntopo PBVH is build. Hopefully this will be improved when merging the dyntopo branch.
Regardless of that, elastic deform is one of the slowest brushes (as slow as the mesh filter), because it needs to update the entire mesh per stroke step.
