Short description of error
Dither seems to pass the outside image bounds in the image editor. It's only there if you are viewing the render result

Exact steps for others to reproduce the error

Load Factory Settings

  • Top of the Blender window. Go to: File > Defaults > Load Factory Settings

Go to Output properties inside the Properties Editor

  • Bottom right editor > Output Properties Tab.

Change dithering to 10 in Post Proccessing. It's same setting as image. As long as it isn't 0, it will give a dither to a rendered image.

  • Inside Output Properties. Go to: Post Processing > Dithering > Set number

Darken background in the World properties. If you don't change the background, both rendered background and UI blends in with itself.

  • Go to: Properties Editor > World Properties [Tab]> Surface > Color [R,G,B]
  • I set my color to 0.01 value by clicking the color select

Render Image

  • Top of the Blender window. Go to: Render > Render Image
  • Go to an Image Editor or find the newly opened Image Editor
  • Find the "Render Result" in the dropdown to view the newly rendered image. Dither specs/dark dots are found outside the rendered image.

[Based on the default startup or an attached .blend file (as simple as possible)]
A demo file isn't needed.

I cannot seem to reproduce this. Could you provide us with some more information? For example: If I use the factory defaults, then the background is not black like in your screenshot. Are you sure that the exact steps reproduce the issue?

I can confirm this on 2.93.0 Alpha, branch: master, commit date: 2021-02-10 06:44, hash: db9d40b9d3. It seems like the pass is unaffected by zoom levels.
