My Cycles tab have only those options. Is missing every option else.

I've recently reinstalled my Blender 2.91 and all plugins and this tab have been like that. I've already checked 'CUDA' option in the preferences. What could be happening?

You might have enabled the Filter Add-ons options. Open the sidebar (N), switch to the Tool tab and open the Workspace panel. Disable Filter Add-ons, if it is enabled.
