Operating system: Windows 10
Graphics card: two different laptops with different nvidia

Blender Version
Broken: 2.92rc, 2.93a
Worked: 2.83, 2.91.2

Short description of error
Grease Pencil tools (Draw, Erase, Tint, Cutter, Annotate): incorrect cursor behavior in certain places on the screen while drawing, depending on the direction of stylus movement - flies away and draws unnecessary lines. (Wacom CTL-460)

Exact steps for others to reproduce the error (the video is a little outdated, but still relevant for fresh builds)

This looks like #85733 (Spikes when using tablet),
you could try:
