Operating system: macOS Catalina 10.15.7 (seems to be observed in other systems)
Graphics card: Intel Iris Graphics 6100 1536 mb

Blender Version
Broken: 2.90.1

Short description of error
All symbols keys and keyboard shortcuts doesn't work on Russian language

Exact steps for others to reproduce the error

switch to Russian language in the system (keyboard layout)
press any symbols keys (E,S,G,V,M for example) or shortcuts with them (ctrl+c, ctrl+v for example).
Blender ignores these pressed buttons

However separately keys (ctrl,alt,shift) still work in Russian language.

Yes, in Blender 2.93.0 Alpha 1f8d27a191 macOS 64 bit version this bug also manifests itself.

try use Extrude (E) or Grab tool (G) in edit mode for example with Russian keyboard layout
