Exact steps for others to reproduce the error

  1. Add 4k cheker map to default cube
  2. Go to material preview
  3. Go to UV edit, manipulate UVs
  4. Toggle Texture Size Limit

It seems like it is flagging the gpu texture, whereas in this case it might not be needed.
Will check on the actual reason why it is flagging the gpu texture and see if we can improve.

I looked at what happens and will mark this one as a known issue.

What happens is that the texture are shown in two areas in blender. Both of the areas request the texture with other requirements. The 3d viewport will request the texture taking into account the limited texture size. The image editor always requests the max image size. Per texture we only keep one GPUTexture around (cache).

We could improve the cache, but that is not considered a bug.
