Blender 2.93 slow start-up with addons enabled #87550

Short description of error
With many add-ons enabled, Blender 2.93 beta (and 3.00 alpha) takes a long time to start every time. In Blender 2.92, this was true only for the first run after a machine restart.

Exact steps for others to reproduce the error

Based on the default startup file (with some add-ons enabled).

I have 51 add-ons currently enabled in Blender. In Blender 2.92 and prior, the start-up process would take a while, understandably, but only after a restart of the current machine session (or after a long working session, in which the date would change, from what I've noticed). From what I could tell, this is because of the scripts being recompiled, which I guess takes place once every machine session. With no add-ons enabled, the start-up is fast even after a fresh reboot.
The first start-up takes about 12-14 seconds (checked with a stopwatch 5 times, after letting Windows sit for about a minute after a reboot), while all subsequent ones take about 1-2 seconds.

In Blender 2.93 beta (and 3.00 alpha), this process happens every time I restart Blender, not just after a reboot. Just like with 2.92, disabling all add-ons ensures a fast start time for Blender.

I'm not sure this is a bug or is a known consequence of a recent change, and the longer start-up time isn't unbearable on my machine, if I don't restart Blender often, but I thought I'd mention this, in case it's something unintended.

Are any of those add-ons not shipped with Blender? If yes, can you disable all the add-ons that are not shipped with Blender and see if the slow startup time is still noticeable?
We will need to identify the add-on that causes that slow down, so you should test disable some of the add-ons, see if the slowdown is there, test disable another group of add-ons, see if the slowdown is there, until you find the add-on that causes the slow down.

Hi Omar, thank you for your suggestions. After doing what you recommended, I narrowed the issue down to a third party add-on formerly called "Material Applier", now called "Atool".

Part of its functionality is as an asset manager, so I believe this might be one of the causes of the slow start-up (perhaps scanning the library).

Since this is not an official add-on, I guess this issue should be closed. I haven't used the add-on in a while, but I might inform the developer about this.
