Short description of error
Eevee render mode removes the Holdout options in the outliner collection's right-click context menu. The option is available - and works - in the Properties Panel Collections tab.

Exact steps for others to reproduce the error

  1. Right-click on a collection in the outliner
  2. Go down to View Layer sub-menu
  3. Observe that Holdout options are not there

This is a small inconvenience, but for consistency's sake, I thought I'd mention it, since Holdout Layers are a regularly used thing and people have different workflows that they're used to. Note that the option is available for Cycles in the context menu and is fully functional; restriction toggle is also available (but hidden by default) for Eevee.
