Blender Will Not Start Up

System Information
The system specs are:

CPU: AMD Ryzen 5 3600x 6-core processor 3.80 GHz

GPU: NVIDIA GeForce RTX 2060

BaseBoard Product: ROG STRIX B45-F GAMING

Installed Ram: 16 GB

OS: Windows 10 Home

Blender Version
Broken: Blender 2.91, Blender 2.92, and Blender 2.93
Worked: Blender version 2.91 worked until yesterday and now has the same error as 2.92

Short description of error
I attempted to open Blender 2.91 and every time that I tried, Blender attempts to open by bringing up the command prompt, but then immediately shuts down. I believe that the user preferences are attempting to load up. I tried uninstalling and reinstalling 2.91, which is the version I was using primarily because 2.92 stopped working due to the same error. That method did not work, I tried getting rid of the startup.blend and or userpref.blend in case they were the issue, then reinstalling 2.91 again. It didn't work. I installed 2.92 then 2.93, both produced the same error when I tried to open them. I updated by graphics card and tried to open them again and it didn't work. Now I'm unsure what to do.

Exact steps for others to reproduce the error
I'm not sure, because all I did was try to open Blender
