In this case (and usually) emit do not depend on environment.
But in this example it is still calculate multires for nothing, consumes time and memory.

The Cycles engine is being reworked and certainly baking system will be reviewed,.
There are some tasks that mention this:

However, I found nothing about avoiding reevaluating the entire scene for bake emissions.
(I'm not sure if the developers have planned this, and it doesn't look like something that would be ignored or overlooked).
I don't think this can be confirmed as a bug, it is one more thing that could be added to the task plans.

@Germano Cavalcante (mano-wii) okay, thanks for info. And I agree: even if it is not a bug, it is hit to performance and still needs attention.
