Worked: (newest version of Blender that worked as expected)
Short description of error
Smooth Brush and Stabilize Stroke use the same "Shift + S" shortcut. And only the smooth brush shortcut works.
Exact steps for others to reproduce the error

Some of this looks like it can be easily fixed just through the Python files. I may work on it in the morning. If I switch the Shift+S of stabilize-stroke to something inert like Shift+Y, it works fine. The question is, what's an appropriate modifier key for that? What can we get away with? I want to cause as little workflow disruption as possible.

Can confirm this, Tooltip says
Shift + S
as a hotkey for the Smooth brush where Manual says hotkeyS
(edit: manual updated with the commit rBM8025)And yes, hotkey ain't working for Stabilize Stroke (where Manual says: use
Shift + S
hotkey for Stabalize stroke.Would like to know from developers about it.

After conversation with @JulienKaspar , the Stabilize Stroke brush will not have a shortcut key, nor are developers planning to implement one. No need to keep this issue open.

I would like to at least keep this open as a known issue. This issue is not fully resolved as long as both stabilise stroke and the smooth brush share the same shortcut, even if the behaviour as it is right now is intended.
At some point we need to rework a few shortcuts in sculpt mode for consistency and to avoid this particular issue.
