I would assume, that installed player would have to be added to PATH, but this doesn't work either.
No information about this is included in manual.

@zanqdo I was going to take a look at this but I can get this to work as long as djv is inside the path. Unsure what ISS may have seen but this seems to work for me. Can you try adding the DJV binary folder to the path and re-launch blender? Easiest would be to modifier right on the command line and then launch blender from the same.
I'm sorry I don't know how to do that. In linux you just install DJV and it works, in windows it doesn't
On linux, DJV installs into a common location which is already in the PATH and locatable (/bin here in ubuntu). But on Windows the DJV installer does not do this. Running from the command line or trying to launch the executable directly will be met with:
I'll leave a comment in https://github.com/darbyjohnston/DJV/issues/171 noting this. I think they're going to have to address this to make it nice on Windows without needing further user action.
It may be that I either edited incorrect path variable (I have more of them, but usually I edit all) or I did not restart Blender when testing so editing path had no effect. But thanks for creating new report. I should re-test this and close if I can't reproduce anymore.
I'm sorry I don't know how to do all of that. This should just work.
DJV is going to address this in their next release: https://github.com/darbyjohnston/DJV/issues/449 In the meantime we can workaround it in blender: D13689
