Short description of error
[FBX Import missing the skeleton. ]

Exact steps for others to reproduce the error
[converting the .fbx to .dae and re-Importing the same file in blender using converted version .dae format is not missing the skeleton in blender.
The same bug can be captured if the .fbx file is re-exported as .fbx from blender and imported in UE4, the skeleton is missing but if .dae exported as .fbx and re-imported in UE4 the skeleton is not missing.
I will include the original .fbx for testing and the converted version to .dae to test and re produce the issue. ]

It looks like it's importing the bone as an empty, rather than creating an armature with a single bone. It's definitely something specific to the .fbx: if I import the .dae and export an .fbx (with no leaf bones), that .fbx imports correctly with a bone.

This happens in 2.93 and in my latest 3.0 alpha build

Autodesk's FBX converter says that this file is corrupt and refuses to load it.
Given that it is Autodesk's format, I will close this ticket as it appears to be the file that is the issue, and not Blender.

On my end the fbx converter is loading the file without any problem.
