Blender Version
Broken: version: 3.0.0 Alpha, branch: master, commit date: 2021-07-15 14:19, hash: 34771cc9f5

Short description of error
UI has bad size, until mouse is over

Exact steps for others to reproduce the error

  1. use my settings

startup.blend

userpref.blend

  1. start blender

I think that it happens thanks to 2 windows UI setup with UI scale settings (1.1)

I believe this is the situation explained here: https://developer.blender.org/D10483

A bug report with similar complaint: https://developer.blender.org/T85706

@Cenda - use my settings

Actually just using your Preferences and Startup will not result in seeing the same issue. The tester would also have to have the same arrangement of monitors set to the same OS scale as you (which you haven't provided).

No, this can happen when you have multiple blender windows on multiple monitors and those monitors differ in OS scale.

Yes, it looks that problem is that my primary monitor use 125% scale in the Windows. Secondary monitor has 100%. When I switch layout in the Blender, it use 100% size and change to 125% after mouse is over. But it happens only if I have some separated blender window on second monitor.

Yes, the problem is fairly well known and I explain it better here: https://developer.blender.org/D10483

I could fix this IF I can get a reproducible test case. So a set of instructions that anyone can follow to make this happen every time.

@Harley: So should we wait for repro steps (Needs Information from User), or is this basically the same as #85706? (merge reports).
Otherwise I'd be unsure what to do from a triaging standpoint.

@lichtwerk - with last comment by @Cenda this is exactly the same as #85706 so should be merged.
