I login in windows 10 for another user (not mainly user in system). This user have admin permisions. And new objects of this tool is not displayed in context menu for adding objects

Whether or not an add-on is enabled is saved to a file that is different for every user on the computer. As such if you enable Bool Tool on one user, save your preferences, then change to another user, it will not be enabled.

Can you please check and confirm that Bool Tool is enabled for the other user? If it's not, then enable it and see if it helps.

If that doesn't work, try going to the user that's have the issue then select from the top of Blender File -> Defaults -> Load Factory Settings then re-enable Bool Tool and see if it works then.
The Load Factory Settings step will reset all user preferences you've saved for that Windows user until you next open Blender, unless you save your preferences after selecting it.
