Short description of error
Moving an object with a child via the Item Panel>Transform while Affect only Parents is enabled does move the child with it.

Exact steps for others to reproduce the error

  1. Create a cylinder and a cube
  2. Parent the cube under the cylinder
  3. Enable Affect only Parents
  4. Go the Item Panel>Transform where you can type the values in and change the location, rotation, scale or dimension.
  5. The parented object moves even though it should not

The function does work when you try to move the object via the viewport but not if you type values in or use the transform values text fields as a slider.

Could not find a similar issue reported before (Will check again)

This is the same as T71437: Affect Only: Origin/Parents not working in Transform Panel of the 3D View
So it is an option for the transform system, not for object properties (even though this is not 100% consistent [at least one operator is using that setting as well]).

Not considered a bug atm., will merge these reports
