Library Override inconsistency : Deleting the base linked object in outliner removes the override functionality but deleting in 3D viewport does not #90228

Short description of error
Calling the "Make Library Override" operator on a linked object creates a new override object in addition to keeping the linked one.
There is a clear indication in the outliner for the linked object (chain link) and override (chain link with an arrow)

If I delete the linked object in the 3D viewport using the X shortcut, the override object remains unaffected.
However, if I press X while hovering over the outliner, the override object loses its chain link with an arrow icon, but keeps all links to the origin file.
Functionally, it behaves as if it were a linked object, but the fields don't become light blue when changed and you can't use the "Remove Library override" on modified fields.

Exact steps for others to reproduce the error

Create an object in a file.
Open a new file, link this object.
F3 > Make Library Override > OK
Select the linked object, hover your mouse over the outliner, press X to delete
The override is no longer an override, while keeping a link to the base object in the other file.

Expected behavior
It should logically behave like it does when deleting the linked object in the 3D viewport : keep the override untouched.

The regular Delete {key X} in the 3dView will not delete from each and every usage.
There is also Delete Global {key Shift X} which will do exactly that. And this is also what happens from the Outliner.
This has caused a bit of confusion before, but is not considered a bug (since it is working as intended).

In the context of overrides, they can only stay intact if the linked object is still "on board" as well, if this is deleted globally, everything is made local [ since you cant have an override of... nothing :) ]
