Short description of error
The viewport performance drops considerably (even to a 2 FPS crawl) when transforming objects (in object or edit mode), when I have the Outliner window(s) open in "Blend File" display mode. The more Outliner panes that are open and the more complex the scene, the worse becomes the viewport performance. But this issue shows up even on lighter scenes, which Blender should be easily able to deal with and disappears when Outliner panes are changed to something else (eg. 3D View) or even just the mode is changed from "Blend File" to something else.
The Outliner mode that is causing the problem the most:

Open the above .blend file (don't forget to enable "Load UI" in the loading window settings). There are 6 Outliners open and a pile of mesh-dupli default cubes. Moving around the cubes, for example with proportional editing to exert a heavier load, will result in noticeable performance issues on my machine. BUT if I change all the Outliner panes to, say, a 3D View pane (or anything else), the performance improves considerably. The performance hit will of course differ on different machines, but what is important to note is the relative difference in performance between having Outliners panes open and having anything else open in place of Outliner.
This issue is present in every Blender build after 2.90. I've experienced it with 2.92, 2.93.3 and the latest 2.93.6 RC, but was unable to pinpoint what exactly was the cause until now.
On more complex scenes (eg. objects with many booleans and / or many modifiers), the viewport performance drops to a point it becomes impossible to work. Removing Outliner panes brings back normal performance. The performance drop also scales with the amount of Outliner panes open. Specifically the "Blend File" mode is the main issue for the performance hit.
My Blender setup is very basic, out-of-the-box, and I have not used any unofficial addons while testing this.
Hopefully this report will be of help in improving this amazing software.

I can confirm quite slow performance, mainly when moving and resizing Blender window. I can't really see any significant difference in versions 2.90 and lower as described though.
Is this still an issue? There have been various improvements for the Outliner performance meanwhile.
No activity for more than a week. As per the tracker policy we assume the issue is gone and can be closed.
