Using the draw mode right-click to delete layer of drawing, the problem is that the layer is still visible on the list of layers and having it selected will not show any effects while you draw
[Based on the default startup or an attached .blend file (as simple as possible)]

I am unsure how to reproduce this issue on 3.0.0.

I spawned a Stroke object and went into Draw mode. I right-clicked and deleted the Lines layer, then drew some more before right-clicking and deleting the Colors layer. At that point, there were no layers left, and I could not draw. All of this seems correct to me.

Please update the task with specific, step-by-step instructions to reproduce the problem.

It's probably just my computer, but in my case the window on the right (in Blender) where the box with the list of layers is located, still shows the original layer which is selected by default, it's rather misleading to think that you can still draw, but nothing happens.

I see two places where the layers are listed. One is in the Properties menu:

The other is in the 3D viewport, up here:

Which one are you referring to (or is it in another place)? Both appear to be updating correctly when I delete a layer.

If it's one of those two, please try loading factory-default preferences (Edit > Preferences, then check the menu in the bottom-left corner for a "Load Factory Preferences" option)

When you draw again, the layer is created automatically. I guess you don't see a stroke because you haven't the Autokey enabled. You have two options: a) Create the frame manually using I key menu or b) Enable Autokey
