Short description of error
Curve tilt works strangely if the curve is a straight line with two control points.

I attached a gif animation.

It looks that tilt for first control point does not work, and tilt for second control point is used for first one.
If the curve is extended to three or more control points, tilt works well.

Exact steps for others to reproduce the error
Make a curve object with two control points.
Set spline type to Poly, and make it as a simple line.
Set bevel depth parameter >0.
For clarity, make wireframe ON in viewport display.

Set tilt for first control point to 0.
Set tilt for second control point to not 0 value.
The curve should be a twisted cylinder, but it just rotates with tilt value of second control point.
(It looks that tilt of first control point is not used, and second one is used)
