set to very high value overlay produce glitches.Exact steps for others to reproduce the error
View Clip End
to reasonable value like 1000m. Notice there is no longer any glitch.desk pc.blend

Thanks, that helps. I can replicate it but it's only for this particular area. Going to other layouts or even just changing Outliner to 3D View will not show any glitch. We also have different versions of Windows and video card from different companies.
Do you remember at what point exactly glitch appeared, what did you do then?
Maybe that file was from older version of Blender?

No blender 3.1 is the only version I downloaded on this laptop. it is a laptop so i can't upgrade

The View Clip End is set to 9999999562023526247432192m
Try setting it back to the default 1000m.

Indeed that was the problem, thanks. I'll confirm it as I don't think it's expected behavior of the code.
