I have the oculus 2 set up, and I click on "Start VR Session"
then it says "Failed to query openXR runtime information. Do you have an active runtime setup?"

Hi, in order to use the Quest 2 with Blender you will need to set Oculus or SteamVR as the active OpenXR runtime.
