Short description of error
Blender doesn't assign the shortcut when trying to assign a shortcut to any options except the Toggle Stack option.

Exact steps for others to reproduce the error
Just try assigning a shortcut to e.g. Viewport visibility using left click->assign shortcut, it won't work.
