Operating system: Windows 10 Enterprise
Graphics card: GTX 1060 (x2)

Blender Version
Broken: 3.0.1
Worked: (2.98)

Short description of error
I get an error when I decide to use the express keys on my graphics tablet. I have an XP Pen Innovator 16 and my drivers are up to date. However, when I press any express key on my tablet, while my Viewport is showing on the Innovator's screen, I get this error: "A graphics card and driver with support for OpenGl 3.3 or higher is required. Installing the latest driver for your graphics card may resolve the issue."

Exact steps for others to reproduce the error
So to reproduce the error I open up blender, move the program's window to display on my XP Pen, and press any express key while the window is active, and this error comes up.

Another Note:
As long as I'm not using the express keys, Blender works like normal. My graphics card is supported, my xp pen drivers are current. I'm able to navigate and use blender as normal, as long as I'm not using the express keys on my graphics tablet. Previous versions of Blender work Fine too (2.8-2.98) but this current version does not (Blender 3.0.1)

Sooo.. actually after looking a little further into it, it's not when I press "any" express key. It's actually not bound to any express key input. It's related to when I try to save the scene (Press Ctrl+S). If I do that while the screen is on my graphic tablet's monitor this error comes up. I just wanted to make sure I clarified after a little more digging and trying other express key shortcuts. After trying other shortcuts I realized, it wasn't what I thought before. Thanks

Ok. this error is related to saving the file in general on my secondary monitor (in this case my graphics tablet) If you move the window over to the secondary display and go up to File and click any of the 3 save options (Save File, Save File As, or Save File Copy) the error I described above pops up.

2nd EDIT:
While editing this comment, I discovered that any action that requires a pop up window, this error comes up. The save options, Going to Preferences, adding a new window, etc. it seems to create this error.

Hi, thanks for the report. Issue is expected if your multiple monitors are not connected to same display adapter.
Error message has been improved in recent 3.1.0 and 3.2.0 build: fd1078e105

Unfortunately I cannot connect this to the same display adapter. But, I didn't have this problem with previous versions of Blender. What's different that would cause this issue with the current blender versions?

This is actually a long standing issue and developers are known to it. I don't think this got introduced after LTS release.

Blender is now better at opening windows in their saved locations if on separate windows. It used to be all child windows were restored on the main monitor, even if they were saved on others. This old behavior hid this issue a bit.

@DARRINALDER - Wild. Hopefully a real solution can be found soon.

That patch is the only real solution for now as this is a limitation of the operating system. Your main video card can have hardware-accelerated output, but your secondary adapters only get to use a software driver. This is by Microsoft design. Hopefully this will be addressed with Vulcan.
