in relation panel: type and pass index they can be keyframed but they have not keyframe point button ...like index pass of materials

I can replicate that, but the panel explicitly disable property decorators, so this looks like it is by design. But I will wait for more information from a developer.

Yes, this is by design. Pass Index is the reference and the logic is to animate the use of the reference,, not the reference itself. I mean, you can animate in some modifier to use 1, 2, 3, etc, but it's not logic to change the index of the layer itself.
