Operating system: Windows 10
Graphics card: Geforce GTX 1650 super

Blender Version
Broken: 3.1.2 steam
Worked: 3.0 steam

Short description of error
Drag and drop feature is not working, even on standard formats like .jpg .png .mp4

Exact steps for others to reproduce the error
images or videos won't appear on timeline or in scene when you try to drag it from desktop or from system file manager

checked, drag and drop working on version from website, problem occurs only in steam version

Asked around and got info from @LazyDodo :

drag and drop can break on windows when the user does something silly like running blender as administrator, you cannot drag and drop between regular and elevated processes the os won't allow it since it's a security risk

@John_Satan : are you running steam like this?

Drag & drop doesn't work for me when I run Blender as administrator.
It's still possible to drag and drop files from file browser editor in viewport or other editor.

sorry for late reply, yes, it really was caused by running steam as administrator
