Short description of error
A file made in 2.79 containing a external proxy rig has custom properties in 'N' panel.
When the file is opened in 3.2 it rewrites proxies to library override.
The custom properties become locked.
Exact steps for others to reproduce the error

Just to make sure:
I am seeing the same thing (Custom Property locked) if I link
rig_proxy
into 3.2 and making a Libraray Override there directly (leaving out the whole roundtrip of proxy in 2.79)As an after mention the problem can be circumvented by adding a driver to custom property and using a bone to move it.

What does "Locked" mean here? That you can't create new custom properties? Because as far as I can see, there are no existing custom properties for the armature.

Custom properties need to be defined as overridable in the source (library) file, for them to be effectively editable in a override of linked data. This is a known limitation of versioning update process, besides indeed tricks like adding drivers to work around it, the proper solution is to update the library file in a more recent Blender and set their custom properties as overridable then.

Open source file, open settings for each custom property and mark em as overridable with this checkbox.
